There is a direct correlation between what the general public perceives about homelessness and how it affects policy change. Most people blame homelessness on the person experiencing it instead of the increasing shortage of affordable housing, lack of employment, childhood trauma, lack of a living wage, or the countless reasons that put a person at risk. This lack of understanding creates a dangerous cycle of misperception that leads to the inability to effectively address the root causes of homelessness.

We imagine a world where everyone has a place to call home. It's last aerial victory was achieved in 1969, well into the jet age. In this film we show you F4U-4 version - the last one created by the Chance-Vought Company that designed this plane originally. This is the extremely rare 1987 Pluspy The Touge. Featuring a 30 year old Keiichi Tsuchiya already the Drift King but not yet a legend. It was only ever available through two methods buy it through the tuning shop +P(Pluspy) of Kanagawa or order it via Carboy magazine. This VHS was outlawed in Japan for showing illegal street racing and as such all copies of it were removed from stores and destroyed leaving very few still in existence. Keiichi Tsuchiya himself lost his JAF racing license for participating in this films creation and has tried to distance himself from association with it, making it extremely unlikely there will ever be a better quality version released.

This is a VHS rip from my personal copy. The 60fps is not a "smooth motion" trick. It was done by deinterlacing the original interlaced frames with QTGMC in AviSynth. A few other cleanups such as SMDegrain were also done at this time. Finally once I was satisfied I had the best possible SD version, I upscaled to 1080p using Topaz. Usually I don't go to 1080 on VHS rips. Trying to upscale that much from a low resolution source almost always leads to undesirable artifacts or a video that looks like bad CGI. I compiled both 720p and 1080p upscales using about 20 different combinations and the 1080p version maintained good fidelity and offered subtle improvements over the 720p. Very confident this is the highest quality version of Pluspy available.

Even if your screen is not 4k, I recommend still setting the video to 4k. This will reduce artifacts.

This is the exact same edit as my 1080p video.
However, the source file is a 4k file, encoded in h265 (so, a bit worse than h264)

The 4k conversion is not my work,
Someone separated the movie into separate images, that made a file of over 2TB of data.
Then each and every pictures were converted to 4k using Waifu2x algorithm.
Which still is one of the best algorithm to scale up anime pictures to date.
The result was a 21GB file, so, smaller than the original 26.3GB movie on the blueray, but it still has a much higher resolution.

Waifu2x also removed some noise in the process. Amazing algorithm really. It's just really slow and resource intensive. Took over 600h to convert 2TB of data.

Keep in mind it does not convert videos, only images. Also the program lacks a file from Nvidia for legal reasons, but should work without. Just that you can't use a GPU to make processing faster.
